<p>PROBLEM TO BE SOLVED: To inexpensively realize a base station function for data communication by generating at least one clock used in a digital radio part based on at least one reference clock, executing the allocation processing of a slot in a channel and allocating an air slot. SOLUTION: A PIAFS protocol is negotiated between a data terminal and an opposite terminal after a communication channel is established. Clock ISDN and data communication, which are synchronized with ISDN, are inputted to a PHS base band processing part 239 and an I.460 conversion part 236. The PHS base band processing part 239 generates a synchronous clock in a PLL circuit provided inside and transmits/receives radio based on the clock. A synchronizing signal whose synchronism is established inside is outputted from the PHS base band processing part 239 to the I.460 conversion part 236.
