PROBLEM TO BE SOLVED: To enable smooth registration by receiving the request of 1st service provided to mobile communication equipment via a 1st communication network, accessing a device performance database by using a device identifier and setting up service, when deciding that a function receiving the requested service exists. SOLUTION: A management center 280 includes a local area network 285 and is connected to a CPU 281, a local competence database 282, an electronic serial number database 283 and a terminal 284 for registration. A subscriber of a mobile communication provides information including the identifier of mobile communication equipment itself to the management center, when service registration is performed. When the equipment identifier is received and an operator 286 inputs the identifier in a registration form displayed on the screen of the device 284, access processing to the database is performed via the local area network, and information is retrieved from the database 283.
