PROBLEM TO BE SOLVED: To provide a melting/solidifying plant for pulverized refuse in which recombination of dioxins can be prevented in the cooling process of combustion exhaust gas. SOLUTION: Glass powder 14 is blown from a blowing opening 12 made in the side wall 11 of a swirling flow melting furnace 1 and the glass powder 14 having fused surface is dropped into a pit 2 while adsorbing gasified chlorine component in combustion gas. Chlorine component in combustion gas is captured by a molten slag 4 in the pit thus removing chlorine component from combustion exhaust gas being introduced to a flue 17.
