PROBLEM TO BE SOLVED: To make a time required constant for displaying a partial image, in the whole area of a plane image formed by projecting a subject on a curved surface on a flat plane. SOLUTION: An omnidirectional image-picking-up device 1 picks up an omnidirectional image, an image receiving part 41 receives the image, a distortion correcting part 43 generates a panoramic rectangular image, a JPEG compressing part 44 compresses the rectangular image to generate a coded data, an image transmitting part 45 conducts transmission to a transmitting and receiving part 71 via a server device 5, a JPEG extending part 72 conducts decoding to generate a panoramic rectangular image, an image adding part 73 reads out a rectangular image of a range of 0 to (α-1) from the rectangular image to be written within a range of 360 to 359+αand reads out a rectangular image data of the range of 360-αto 359 to be written in a range of (-α) to (-1), a display control part 74 outputs a rectangular image of (x-α+1) to (x+α), and an image display part 76 displays the rectangular image.
