PROBLEM TO BE SOLVED: To provide a paper presser device, in which a simple operating feeling is ensured, wherein the direction for giving a pressing force coincides with their pinching direction. SOLUTION: This paper presser device 20 is attached to and detached from a binder 17, in which binding legs 16 stand above the top surface of a base 20. This device 20 is constituted by being equipped with a bar-like main body part 30. At both the longitudinal sides of the main body part 30, first opening regions, which extend towards inclined directions and can loosely insert the binding legs therethrough, and second opening regions, which connect to the first opening regions and can fasten the binding legs radially, are provided. By pressing an operating piece part provided in the main body part 30 under the state that the binding legs 16 are being respectively inserted in the first opening regions, the main body part 30 is rotated, resulting in forcibly positioning the binding legs 16 in the second opening regions so as to allow to fix the paper presser device 20.
