PROBLEM TO BE SOLVED: To produce main components of a two-way clutch in structures available for press working, to engine the rated capacity, and to reduce the weight of a device, miniaturize the device, and reduce costs. SOLUTION: A two-way clutch 2 which is structured to allow pockets 10, 13 of an inner ring 8 and an outer ring 11 to coincide with each other and which engages the inner ring 8 with the outer ring 11 through a piece member to transmit power, and an electromagnetic clutch 3 is which a rotor 9 is connected to other rotating member side, are juxtaposed to each other. Since an armature 32 of the electromagnetic clutch 3 and a cam ring are connected so as to be integrally, relatively axially movable in the direction of rotation, switching between transfer and shutoff of torque can be automatically performed by means of lock and unlock of the two-way clutch 2 by controlling current to the electromagnet 28 of the electromagnetic clutch 3.
