PROBLEM TO BE SOLVED: To promote efficiency of build-up work of a temporary guard fence. resolve a shortage of space to keep the temporary guard fence in a construction site, prevent damage in materials and to reduce an amount of handling. SOLUTION: A pivotal member 2 is constituted of a fixed plate 22 formed of a first hole 20 and a pair of second holes 21 and erected in the vicinity of a first vertical plate 6b in parallel therewith, a long bolt 23 inserted into the first hole 20 and passing through a guard rail strut 51 and a second vertical plate 6c in the short direction, a nut 24 screwed in the long bolt 23, a pair of pipes 25 horizontally fixed to both sides of the guard rail strut 51 and arranged so as to face the second holes 2L a pair of U-bolts 26 respectively inserted into the pipes 25 and nuts 27 screwed in the U-bolts 26. A strut fixing spacer 3 has a stair-like vertical section, a vertical plate 31 is connected to an L-shaped plate 30, a pair of holes 32 and a pair of holes 33 are formed therein, the U-bolts 26 are inserted in the holes 32 and are fixed with the nuts 27, and bolts 34 are inserted in the holes 33 and are fixed with nuts 35.
