PROBLEM TO BE SOLVED: To obtain a conditioned hair treating agent having consistency and positive working characteristics of a hair oil by bringing the composition to contain a specific surfactant, another surfactant and a thickening agent and no ingredient causing foaming. SOLUTION: A hair treating agent having rheological characteristics of oils and comprising a non-hydrophobic ingredients without containing ingredients causing foaming in the composition is obtained by bringing the composition to contain 0.1-30 wt.% of (A) a highly ethoxylated nonionic surfactant comprising a fatty acid glyceride polyalkylene glycol ether and/or a fatty acid partially glyceride polyalkylene glycol ether having >=30 alkylene glycol units, 0.1-30 wt.% of (B) a surfactant different from the ingredient A and 0.05-3 wt.% of (C) a thickening agent without containing ingredients causing foaming before or during using the composition.
