PROBLEM TO BE SOLVED: To provide the second decoder of reduced resolution suitable for providing intra-picture image display in real time from a received encoded high-definition video signal by using the block of a pixel value expressing image data with intermediate third resolution lower than first resolution and higher than the second reduced resolution by a motion compensation unit processor. SOLUTION: In response to an input encoded HD MPEG data stream, a variable length decoder 100 supplies first and second MPEG data outputs to a PIP decode means 102 and an HD decode means 104. Concerning the input to the HD decode means 104, encoded image information defined by respective continuous 8×8 blocks of a quantized discrete cosine transform(DCT) coefficient is conveyed. Concerning the input to the PIP decode means 102, only encoded image information limited by a comparatively small prescribed number limited to a low frequency is conveyed by respective continuous 8×8 blocks of the quantized DCT coefficient.
