PROBLEM TO BE SOLVED: To provide a roll-shaped heater capable of easily sticking a heater to it even if it has a small roller diameter, and a fixing device using the roll- shaped heater. SOLUTION: In this roll-shaped heater 41 including a roller member 10 cylindrically formed and a heater 15 which comprises a resistance heating member 14 formed on a heat resistant insulating member 13, and is provided on the inner peripheral surface of the roller member, the heater 15 is divided into plural parts in the cylindrical axis direction of the roller member 10, and the resistance heating member 14 is formed in each divided heater 15. Or, in this roll-shaped heater 41, plural resistance heaters 14 are formed in the heater 15, and the plural resistance heaters 14 are disposed side by side along the cylindrical direction of the roller member.
