PROBLEM TO BE SOLVED: To arbitrate a recording/reproducing operation of data between devices for recording/reproducing data synchronized and asynchronized with elapse of time. SOLUTION: When a digital video data is reproduced from a 1st device 107 and recorded in a 2nd device 104, a data analyzing part 101 recognizes the leading part and the end part of the data and adds a prescribed data thereto, and outputs the data to the 2nd device 104 via a synchronized data transmitting/ receiving part 102. At this time, a 2nd device control part 103 controls the operation of the 2nd device 104 so as to be able to start recording the data from a proper position on a video tape. On the other hand, when the digital video data is reproduced from the 2nd device 104 and recorded in the 1st device 107, the 2nd device control part 103 controls the operation of the 2nd device 104 and starts reproducing from a proper position. The data analyzing part 101 analyzes the data inputted via the synchronized data transmitting/receiving part 102, and recognizes and eliminates the additional data.
