PROBLEM TO BE SOLVED: To obtain a hydrophilic coating film excellent in curability, retentivity of hydrophilicity, and anticorrosiveness by mixing a water-soluble or water- dispersible polyamide resin with a water-soluble or water-dispersible resin having a polyoxyalkylene chain in the molecule, a polyacrylamide resin, and hydrophilic crosslinked polymer microparticles made of a copolymer of five monomers. SOLUTION: The hydrophilic crosslinked polymer microparticles are made from a copolymer comprising 2-50 wt.% hydrophilic monomer, particularly, one represented by formula II or III, 20-97 wt.% (meth)acrylamide monomer represented by formula I, 1-30 wt.% crosslinking unsaturated monomer, 2-50 wt.% carboxy-containing polymerizable unsaturated monomer, and 0-50 wt.% other monomers. In the formulae, R1 is H or methyl; R2 and R3 are each H or a 1-5C alkyl; R5, R6, and R7 are each H or methyl; R8 is -OH, -OCH3, -SO3-M+, or the like; M+ is Na+, K+, Li+, NH4+, or an organic ammonium ion; and n is 10-200.
