PROBLEM TO BE SOLVED: To provide a magnet roller wherein high magnetic force can be obtained at a low cost when magnetization is performed in a comparatively low magnetic field, magnetic force (at least 800 G) which is practically sufficient for development can be obtained when a plurality of magnetic poles are arranged in a main magnetic pole part, and oxidation resistance is excellent. SOLUTION: This magnet roller 1 consists of a main body part 3 and a shaft part 2 retaining both ends of the main body part. A plurality of magnetic poles (N1, S2, N2, S1) are magnetized and formed on the outer circumferential surface of the main body part 3. A rare earth bond magnet is applied to the main body part 3 which magnet has a plurality of phases of a hard magnetic phase and a soft magnetic phase which have magnetic exchange interaction and uses rare earth magnetic powder which has coercive force (iHc) of at most 5 KOe and residual magnetic flux density (Br) of at least 5 KG.
