PROBLEM TO BE SOLVED: To reduce the height of an electromagnetic actuator while securing the capability of the electromagnetic actuator, as for a camera shutter. SOLUTION: A focal plane shutter is provided with a substrate 2, and a 1st blade group and a 2nd blade group for opening/shielding the photographing aperture of the substrate 2 are driven by the electromagnetic actuator. The electromagnetic actuator is provided with a movable member 6 equipped with a coil part 7, and an actuating piece 10 connected to the blade groups projects from one side part of the coil part 7, and on the opposite side of the actuating piece 10, a rotary support shaft piece 12 supported by the shaft part 13 planted on the substrate 2 so as to be oscillated projects. The coil part 7 is held by upper and lower yokes 15 and 16 of a yoke member 14 in the vertical direction, and permanent magnets 18 and 19 are fixed on the upper and lower yokes 15 and 16 so as to face the coil part 7.
