PROBLEM TO BE SOLVED: To activate liquid, solid and gaseous materials, especially kerosine and thereby improve the combustion efficiency thereof and the like by arranging current wiring in a treating tank and at the same time, disposing an activation promoting substance along the wiring. SOLUTION: Current wiring 4 to which current is energized is arranged in a branched or a network fashion inside a treating tank 2 and at the same time, an activation promoting substance 6 such as a mineral, e.g. crystal or tourmaline, or ceramics or the like, is arranged along the current wiring 4. In addition, a liquid delivery aperture 10 for discharging a treated liquid is formed at the bottom face of the treating tank 2 and a liquid supply aperture 12 for supplying the liquid to the treating tank 2 is arranged near an upper opening. Direct current is supplied to the current wiring 4 from an alternating current power supply through an alternating current/direct current exchanger 3. The activation promoting substance 6 is arranged in a region where an electromagnetic field is generated by energizing the current wiring 4. Thus it is possible to promote the activation of the liquid circulating inside the treating tank 2, for example, kerosine and upgrade the combustibility of the kerosine.
