PROBLEM TO BE SOLVED: To obtain an epoxy resin composition imparting a hardened material excellent in water resistance and weatherability and a powder coating composition including the composition. SOLUTION: This composition includes a solid epoxy resin obtained by reacting a hydrogenated epoxy resin having >=85% rate of hydrogenation, <=20% loss rate of epoxy group and <=0.3 wt.% of total chlorine content which is obtained by hydrogenating an aromatic epoxy resin, with a divalent phenolic compound, and a curing agent for the epoxy resin.
