PROBLEM TO BE SOLVED: To automatically generate a program used for a PLD(programmable logic device) and a program used for an MPU(micro processing unit) in accordance with control information defined on a display screen. SOLUTION: A control block drawing inputted by an operator is converted into the source code program of a C language for an MPU module and PLD module by using plural block patterns which are previously stored and the samples of a C language program, which correspond to the individual patterns (S1-S2). The described part of a control operation, which is contained in the program for a PLD module, is automatically converted into the described system of an HDL(hardware description language) function, a description defining the port of an input/output variable and the description of an interface are added. A general logic synthesis processing is executed on the description of the HDL function to which the various descriptions are added in a processing to a step S9. Thus, a system is converted into that where the descriptions can be written into individual PLD (S3-S10).
