PROBLEM TO BE SOLVED: To facilitate a design by which a sufficient transmission reception gain can be obtained, S/N is increased and transmission reception blocking is suppressed. SOLUTION: In this voice changeover device VS, an instantaneous power estimates value PB of a transmission signal and an instantaneous power estimate value PC of a reception signal are compared with signals PA', PB' obtained by a line feedback gain multiplier means 9 and a sound feedback gain multiplier means 10 receiving the estimate values PB, PC decide a speech state. As a result, since it is not required to take gains of four amplifiers G1-G4 into account in the case of preventing transmission blocking and reception blocking the design by which a sufficient transmission reception gain is obtained, the S/N is increased and the transmission reception blocking is suppressed is facilitated.
