PROBLEM TO BE SOLVED: To produce a solidified powder capable of easily breaking an oxide film, firmly joining powder particles with each other, and maintaining an excellent characteristic of the alloy powder consisting of a non-equilibrium phase. SOLUTION: A stock material M consisting of the powder and/or the powder aggregate formed of a metal or an alloy is arranged in a sealed space, the mode of the sealed space is successively changed in a condition where the forming material is filled, and a shear plastic flow is given to the material to join the powder particles with each other into solidified powder. More specifically, the stock material M is inserted in a storage part 2 in a container 1, and pressed by a first stem 3 and a second stem 4, and the shear plastic flow is given to the stock material M by alternately advancing and retreating a first pressing means 5 and a second pressing means 6.
