PROBLEM TO BE SOLVED: To eliminate the need of replacing a primary battery and to stick out by fitting a board where a light emitting diode is connected to a secondary battery charged from a solar battery through a reverse-flow preventing diode through a flickering circuit to a wheel, and flickering the light emitting diode. SOLUTION: A wheel 10 is fastened together with a wheel flickering device by a bolt 20 and a nut 21a. This device is formed by a solar battery 200, a secondary battery 300, a flickering means 400, a light emitting diode 500 and so on. This device is provided with a fitting means for fitting a board where the light emitting diode 500 is connected to the secondary battery 300 charged from the solar battery 200 through the reverse-current preventing diode through the flickering circuit to the wheel 10. The maintenance such as replacement of a battery or the like is not needed until the life of the secondary battery 300. Thus, when the device is fitted to a bicycle or the like, how is the rotation of the wheel can be easily visually confirmed from a distance at night.
