PROBLEM TO BE SOLVED: To improve the efficiency of an agitation treatment and to prevent coarse contents and unfermented matter from being discharged by disposing agitation means disposed in a treating section in a perpendicular direction, constituting this means of plural agitation pawls and stepwise arranging the agitation pawls, thereby allowing the easy fall of the contents and stepwise agitating the contents. SOLUTION: The agitation means 13 in a fermentation treating vessel 10 of the crude refuse treating section 2 is constituted by vertically passing an agitation pawl supporting shaft 14 through nearly the central part of the fermentation treating vessel 10 and stepwise fixing the agitating pawls 17a, 17b, 17c and 17d to the agitation pawl supporting shaft 14 within the fermentation treating vessel 10. After the crude refuse is fed into the fermentation treating vessel 10, the respective agitating pawls 17a, 17b, 17c and 17d journaled at the agitation pawl supporting shaft 14 are rotated by a rotational drive means 19, by which the crude refuse is subjected to a crushing treatment under agitation and is subjected to a fermentation treatment and maturation treatment. The rotational drive means 19 comprises a motor 21 for driving the agitation pawls, a reducing gear 22, etc., and rotationally drives the agitation pawl supporting shaft 14.
