PROBLEM TO BE SOLVED: To obtain a composite which comprises a water-absorbent resin uniformly formed on and strongly fixed to a fibrous substrate and is highly water- absorbent and biodegradable by applying a monomer containing an acidic amino acid to a biodegradable fibrous substrate, polymerizing the monomer, adding a crosslinker to the resultant polymer to crosslink it and hydrolyzing the crosslinked polymer. SOLUTION: The monomer is polymerized to form a composite; the resultant polymer is crosslinked with a crosslinker having at least two functional groups reactive with the polymer: and the crosslinked polymer is hydrolyzed by adding a basic compound thereto. Examples of the acidic amino acid are aspartic and glutamic acids. Preferably, the monomer containing an acidic amino acid is applied as an aqueous solution to the fibrous substrate. Examples of the crosslinker are epoxy compounds, polyamines, oxazoline compounds, azilidine compounds, carbodiimide compounds, polyhydric alcohols, isocyanate compounds and proteins.
