PROBLEM TO BE SOLVED: To provide a negative ion generating device free of occurrence of high-frequency noises and equipped with a sufficient countermeasures against likely impression of a high voltage on a negative electrode member. SOLUTION: A negative electrode member 41 connected with one output terminal of a voltage boosting rectifying circuit to constitute a high-voltage generating circuit 51 is surrounded by a protecting frame 21 and positioned isolatedly from a positive electrode member connected with the other output terminal, so that corona discharge is not generated between the two members, and negative ions are emitted from the negative electrode member 41 by impressing a high voltage of negative potential on the negative electrode member 41.
