PROBLEM TO BE SOLVED: To perform appropriate speech communication control according to the state of outside line speech communication. SOLUTION: A deciding means 3 compares results calculated by a calculating means 1 with a control condition stored in a storing means 2 and decides the necessity for speech communication continuous control of speech communication to a telephone set to be controlled. Then a controlling means 4 interrupts the decision by the means 3, while an outside line speech state is shifted to an outside line conference speech state and in the outside line conference speech state. Also, when the means 3 decides that a calculation object telephone set needs speech communication control, control execution to speech communication is interrupted, while speech is shifted to the outside line conference speech state or in the outside line speech state.
