PROBLEM TO BE SOLVED: To make a tone difference between each pixel data smaller and to reduce feeling of rough deposits by outputting inputted pixel data by a relative value to the previous pixel data when a calculated difference is smaller than a preset reference value. SOLUTION: In an error superimposing part 11 for a multivalue error dispersion processing part, feedback addition of error data regarding pixel data processed prior to input pixel data is performed to the input pixel data. In a quantization processing part 12, the pixel data are quantized, in an edge detection part 14, a difference between pixel data outputted from the error superimposing part 11 and the previous pixel data processed immediately before the last is calculated and an edge on the basis of the difference is detected. In a quantization error detection part 15, a quantization error of the quantized pixel data is detected and the quantization error of surrounding pixel data which are processed prior to the detected pixel data being processed is integrated in a surrounding error calculation part 16.
