PROBLEM TO BE SOLVED: To realize a line priority capturing method, which reduces recall out and reduces the burden of an exchange without disabling line capture even through a line cannot be captured due to line congestion, when a call out is performed. SOLUTION: A line resource managing part 3 registers a line capture request 22 with the last of a priority capture queue about the request 22 from a telephone set 1 making line priority capture contract, when a line cannot be captured due to line congestion, and also a call control part 2 transmits line priority capture announcement 28 to the telephone set 1. The caller 2 with the telephone set 1 listens to the announcement 28 and waits in the same condition. Then, each time a line in communication becomes free, a line resource managing part 3 performs line capture from the front of the priority capture queue in turn, while taking priority over line capture requests from telephone sets that have not signed the line priority capture contract. Consequently, recalls of a subscriber and the load of an exchange can be reduced.
