PURPOSE: A system for configuring service data units(SDUs) as protocol data units(PDUs) in a data link layer is provided to efficiently transmit upper layer data to a PDU payload by minimizing resource consumption, and to minimize transmission deteriorations caused by an additional header by using a PDU header restricted by each configuring methods. CONSTITUTION: A system for configuring service data units(SDUs) as protocol data units(PDUs) in a data link layer, comprises a one-to-one configuring method, a one-to-many configuring method, a one-to-one stuffing configuring method, and a one-to-many stuffing configuring method. The one-to-one configuring method configures a payload into a SDU. The one-to-many configuring method configures the payload into many SDUs or configures the payload into the SDUs with rest parts of previously-divided SDU, or configures the payload into a starting part of a next SDU with the SDUs, or configures the payload with the starting part of the next SDU with the rest parts and the SDUs, or configures the payload into the rest parts of the previously-divided SDUs and a starting part of a present SDU. The one-to-one stuffing configuring method configures the payload into one SDU or a divided SDU and a stuffing part. The one-to-many stuffing configuring method configures the payload into the SDUs and the stuffing part, or configures the payload into the rest part of the SDUs, the many SDUs, and the stuffing part.
