PURPOSE: An apparatus for and a method of controlling a call connection of a passive subscriber in a full-electronic exchange are provided to set a call with respect to a passive subscriber's terminal by mediating a guide desk. CONSTITUTION: A number translating part(20) responds to a call setting request of a caller's subscriber terminal(10) by setting a group of number of a passive subscriber terminal(24) as a called subscriber terminal. A terminating subscriber part(22) performs a call connection with respect to the passive subscriber terminal(24) on the basis of the results of number-translation by storing at least more than one line information about the passive subscriber terminal(24) in the cue. An originating subscriber part(18) requests a number-translation in response to the call setting request with respect to the passive subscriber terminal(24) mediating a guide desk(12), delivers the call setting result of the terminating subscriber part(22) to the guide desk(12) and sets a call path between the guide desk(12) and the passive subscriber terminal(24).
