PROBLEM TO BE SOLVED: To continue terminal data transmission while swithcing a control terminal without stopping a system by automatically switching the connection to the other control terminal when any failure occurs in one control terminal under transmission while the terminal data are being transmitted between an integrated control terminal and a central processing unit(CPU). SOLUTION: When any failure such as no response to a monitoring signal from a control terminal 2 is detected during terminal data transmission, a CPU 4 cuts off a terminal data transmission line with the control terminal 2 where the failure occurs. At the same time, terminal data transmission to an allocated input/output channel is stopped and the output of terminal data is continued by switching to the other input/output channel which can perform transmission. When an integrated control terminal 1 detects any failure in the control terminal 2 under terminal data transmission, the data line with the control terminal 2, where the failure occurs, is cut off and the information of the control terminal 2 is erased from a memory. Then, one remaining control terminal 3 recorded on the memory is determined and the request of terminal data transmission start is transmitted to the control terminal 3.
