Cosmetic delivery system for skin care agents comprises a pouch containing a strip sealed within it composed of: (a) a flexible substrate sheet; and (b) a composition containing a polymer (anionic, cationic, nonionic, amphoteric, zwitterionic and mixtures) deposited onto the surface of the substrate sheet and an active ingredient (vitamins, herbal extracts, alpha - and beta -hydroxycarboxylic acids, ceramides, anti-inflammatories, antimicrobials, vasoconstrictors, zinc salts and mixtures) such that the skin adhesion of the composition is increased by being wetted just prior to application.
