Method of cleaning materials with a hydrophobic constituent (I), especially surfaces contaminated with (I), involves applying a lipophilic substance (II) to dissolve (I), optionally using mechanical energy. (II) contains organic carboxylic acid and salt-forming substance, e.g. organic amine and/or inorganic base. Water is added to form an emulsion or suspension with surfactant containing dissolved (I) in the aqueous phase.
