PROBLEM TO BE SOLVED: To quickly determine stroke of a plurality of cylinders at the time of starting an internal combustion engine and to smoothly start the engine without performing a simultaneous injection. SOLUTION: A first TDC signal pulse showing that pistons of #1 and #4 cylinders reach a top dead center and a second TDC signal pulse showing that the pistons of #2 and #3 cylinders reach the top dead center are generated ((a) (b)). When a starter is operated and the first or second TDC signal pulse is generated at first, stroke of each cylinder is determined (t2). An operation is started from the #3 cylinder determined for exhaust stroke.
