PROBLEM TO BE SOLVED: To simply protect the slope of a public construction and plant plants by setting soil, fertilizers, and seeds or trees in paper containers, respectively, and then using the set paper containers. SOLUTION: Soil 1, fertilizers 2 and seeds 4 are set into a three-dimensional paper container 5 made from gathered toilet paper. Or, a tree, soil and fertilizers are set into a paper container made from drawing paper. The set paper container is covered with a lid having a hole 3 and then set to a garden or an upland field as such. The method for protecting a public construction slope comprises fixing paper (corrugated cardboard) pallets on the slope with paper anchors, inserting many three-dimensional paper containers containing seeds or trees into the pallets, filling spaces with soil, and then spraying water, thereby capable of protecting the slope with the roots of the raised trees.
