PROBLEM TO BE SOLVED: To solve disadvantageous problems that the complicated set-up requires the change in arrangement and the adjustment of related member in changing the winding direction in forming a coil, and that the positioning of two forming tools can not be independently controlled. SOLUTION: In a working device to curve a wire W by two forming tools, a quill side forming fool T1 can be oscillated along the quill side abutting locus corresponding to the increase/decrease in the diameter of a coil wound clockwise, and a coil forming tool T2 comprises a pair of tool slide mechanisms 4, 5 provided on the positions symmetrical to each other across the quill axis so as to be mounted along the distal side abutting locus in a retractable manner, an oscillating mechanism to oscillate the quill side forming toll T1, an advancing/retracting mechanism to advance/retract the coil forming tool T2, and a control means to control the oscillating position of the quill side forming tool and the retracting position of the soil forming tool in a related manner. A coil wound counterclockwise can be worked by controlling each mechanism to the symmetrical position across the quill axis.
