PROBLEM TO BE SOLVED: To provide a method for disassembling and assembling an element assembly by which a filtration element can be replaced within a short time without requiring lockpins to be pulled out and consequently exposure to radiation can be lessened in the case of replacement of a filtration element of a nuclear power plant and to provide a tool for disassembling and assembling an element assembly. SOLUTION: This tool 10 for assembling and disassembling an element assembly is provided with a supporting body 12 for supporting an element assembly 120, an engaging body 13 for engaging a lockpin 123 side end of the element assembly 120, a moving plate 14 touching the end face of the spring structure 124 on the opposite to the engaging body 13, and an extending and contracting operation mechanism 15 for extending and contracting the spring structure 124 by reciprocating the element assembly 120 in the axial direction.
