PROBLEM TO BE SOLVED: To obtain a waveguide, which ensures containment of propagation energy in a space and is easily matched to another wiring structure, and an integrated circuit using this waveguide. SOLUTION: Conductive films 2 and 3 are formed on both faces of a dielectric substrate 1, and holes 4 which are periodically arranged like a lattice on both sides of a band-shaped area having a certain width at the time of seeing this plate-like structure from one face pierce the dielectric substrate 1, and conductive film 2 and 3 are electrically connected at each intersection of the lattice by through holes 4 whose inside surfaces a conductive material is formed on.
