PROBLEM TO BE SOLVED: To share information stored in an IC card without sharing an access key or the like among plural service providing devices in an IC card system. SOLUTION: When the service providing device 3 requests owner's address to this IC card access device 2, the device 2 refers to an access right information table 11 and checks an access right to an owner's address request. The access right and an authentication state at the point of time are compared, and when owner authentication is required, the input of PIN is urged to an owner and the inputted PIN is transmitted to this IC card 1. The IC card 1 performs PIN atithentication by using the received PIN and transmits the result to the access device 2. The access right and the authentication state at the point of time are compared, and in the case that the authentication of the service providing device 3 is required, the transmission of the information capable of confirming secret information is requested to the service providing device 3.
