PROBLEM TO BE SOLVED: To allow an emergency vehicle to smoothly travel without increasing the load of a central control unit. SOLUTION: An on-vehicle device 3 of an emergency vehicle 2 transmits the present position and the destination as control request data to a central control unit 6 by radio, and displays and outputs a route and required time to the destination returned from the central control unit. The central control unit 6 receives the control request data, and calculates a route 19 and required time to the destination, and returns then to the emergency vehicle, and finds each signal device 5 which exists on the route to the destination together with the order of passage to the destination, and transmits the route to the destination and each signal device which exists on the route to which the order of passage is added as control command data to the leading signal device on the route. Each signal device 5 executes forced turning-on into blue to traffic lights on the route indicated by the control command data at the time of receiving the control command data, and stops the forced turning-on to the traffic lights at the time of detecting that the emergency vehicle passes, and transfers the control command data to the signal device in the next order of passage of its own signal device after stopping the forced turning-on.
