PROBLEM TO BE SOLVED: To provide a slope greening foundation bed material, which can be simply executed on a slope made of cut soil or fill-up soil and can permanently maintain a water retention property, air permeability and a fertilizer holding property required for the rooting and growth of plants, by forming it of coal ash singularly, or forming it of the coal ash as the main component and other greening foundation bed materials mixedly. SOLUTION: This slope greening foundation bed material is formed with coal ash singularly, or it is formed with the coal ash as the main component and other greening foundation bed materials mixedly. The coal ash with the grain size of 2.5 mm or below is used as the main component, and the coal ash 20-40 wt.% is preferably contained. The inorganic porous baked coal ash has characteristics that pore spaces in grains are strong, the heat insulating property is high, and the temperature change is small. It can be simply executed by spraying on a slope made of cut soil or fill-up soil, it can permanently maintain a water holding property, air permeability and a fertilizer holding property required for the rooting and growth of plants, it can reduce the temperature change of soil, and it suppresses an increase of soil hardness caused by aridity and the collapse of soil grains.
