PROBLEM TO BE SOLVED: To provide a method for manufacturing a cushion member for a comfortable chair, the cushion member for the chair, and the chair by locally varying desired characteristics (compression-repulsion characteristics, etc.), of a carbon fiber body as cushion material for the chair in a simple manufacturing method to provide favorable cushion characteristics as the chair, and achieve light weight, long life, and form holding performance as well as non- flammability. SOLUTION: Thermosetting resin is impregnated in a carbon fiber body in which fibers are entangled with each other and the carbon fibers are bound and fixed to each other by means of the thermosetting resin as binder to provide elasticity to the carbon fiber body. Before a thermosetting resin impregnation process, or after the thermosetting resin impregnation process, the carbon fiber body is parted into a specified number of cushion pieces in specified sizes, a desired number of the cushion pieces, or cushion blocks each comprising at least one or plural cushion pieces are placed on a die for a cushion member for a chair, and a thermosetting resin hardening process is then conducted.
