PROBLEM TO BE SOLVED: To produce a heat resistant steel excellent in cold forgeability, capable of greatly improving cold forgeability and suitable, e.g. for materials used in high temperature environment. SOLUTION: In a martensitic heat resistant steel having a composition consisting of, by weight, 0.35-0.70% C, 0.05-2.00% Si, 0.10-1.00% Mn, <=0.035% P, <=0.010% S, 3.0-14.0% Cr and the balance Fe with inevitable impurities, carbide spheroidizing rate is regulated to >=85%. Further, either or both of 0.05-2.00% Ni and 0.05-2.00% Mo are added to the above steel. Moreover, <=50 ppm O is added to the above steel.
