PROBLEM TO BE SOLVED: To prevent tension of a holding member at the end of fastening and prevent the occurrence of creases and cracks of the holding member by forming a space between the bearing surface of one member and the other member and inserting the holding member therein. SOLUTION: When one member 1 is tightened by a tool, the member 1 is temporarily stopped to be integrally rotated with the other member while an abut bearing surface 2d closely adheres to the fitting member (b) surface to be subjected to rotational friction, so that only the member 1 is rotated. In final tightening, the member 1 is so constructed that allowance for the holding member 3 not to be tightened is provided in a slacken of the holding member 3 inserted in a clearance of a space h2, whereby in the range of such a slacken, the holding member can be freely moved to end smooth tightening of one member 1, so that there causes no creases of the holding member 3 in fastening and lateral tearing of the holding member 3 due to excessive tension.
