PROBLEM TO BE SOLVED: To obtain a number information voice recognition device with which the number plate information of an automobile and the theftproof register plate number information of a bicycle are processed to data easily. SOLUTION: This device is provided with a microphone 1 inputting the number plate information of an automobile and a motorcycle or the theftproof register number plate information of a bicycle with a voice, speakers 2 outputting a synthetic voice and a portable voice recognizing and synthesizing device 3 which performs the voice recognition of the voice signal inputted from the microphone 1 and encodes the voice signal, generates a synthetic voice from the coded data and outputs it to the speakers 2. The user equipped with this device visualizes number plates of an automobile and a motorcycle or the like by moving freely and inputs information of them from the microphone 1. Then, the inputted voice is subjected to voice recognition and the result of the voice recognition is outputted from the speakers 2. The user confirms whether the inputted voice is correctly subjected to the voice recognition or not by hearing the synthetic voice of the speakers 2.
