PROBLEM TO BE SOLVED: To simplify the structure and effectively utilize the stored energy of loading spring by forming, on a loading cam, a latch engagement part for turning the loading cam by the reciprocating motion of an energy storing rod to retain the loading spring in the energy storing state, and providing loading latch and a major diameter part. SOLUTION: A main lever 29 is fixed to an operating shaft 28, and an interruption part is turned on when the main lever 29 is turned counterclockwise, and turned off when it is turned clockwise. When a loading electromagnet is excited, a loading latch 45 is turned against the energizing force of a spring to release the loading latch 45 from an engagement part 35d, a loading spring 28 releases the energy to rotate the loading cam 35 clockwise, and the major diameter part 35c of the loading cam 35 presses a roller 52 downward. In this case, the structure is simplified by using the latch for retaining the energy storing state of the loading spring 28 also as the loading latch 45. Further, since an interrupting spring is used for tripping, all the stored energy of the loading spring 28 can be used for loading.
