PROBLEM TO BE SOLVED: To provide a method for dispersing and forming a spacer layer with specified thickness and its device by dispersing regular size particles of the spacer materials on one of substrates in forming the specified gap between the two substrates for a liquid crystal element provided with transparent electrodes placed opposite to each other by providing the spacers. SOLUTION: In forming a specified gap between two substrates for a liquid crystal element provided with transparent electrodes placed opposite to each other by providing spacers, a spacer material for the spacers is transferred to a distributor 6 by a pressure as a spacer particle stream with a compressed gas and besides its static charge polarity is uniformized by passing between ionizing electrodes provided on the distributor 6 so as to disperse the spacer particles with the specified thickness on the one substrate 3 being supported within a dispersing vessel 1 from an atomization hole 7 of the distributor 6.
