PROBLEM TO BE SOLVED: To make a member exhibit an excellent self cleaning function by forming a layer containing a substance capable of hydrating and a metal component in which the valence has been specified and/or a metal component in which the scale of electronegativity of Pauling has been specified on the surface of a substrate. SOLUTION: A layer containing (A) a substance capable of substantially hydrating and (B) a metal component having at least monovalent valence and/or a metal component having <=1 scale of electronegativity of Pauling is formed on a substrate surface. An amount of the component A is preferably >=5%. A substance (e.g. silica or water glass) containing SiO4 network having uncrosslinked oxygen capable of passing water molecule through the structure, boehmite, etc., can be utilized as the substance capable of hydrating. Li, Na, K, Rf, Cs, Ag, Cu, Au, etc., are preferable as the metal component in which the valence is monovalent and Li, Na, K, Rb, Cs, Ba, Sr, etc., are preferable as the metal component having <=1 scale of electronegativity of Pauling.
