PROBLEM TO BE SOLVED: To rotate a band only in the delivery direction and making a device smaller and simplify the control by providing a pulley type looper on the delivery side of a dispenser, and lifting the movable pulley by the pulling force of a binder instrument when the band is hung around a packed material and feed the band stored in the looper. SOLUTION: A coil of a band 4A is inserted into an expanding and contracting body 8 of a dispenser 2, and the expanding and contracting body 8 in the fixed state is rotated to delivery a binding band 4. The band 4 is transferred to a pulley type looper 3 and fed to a binding machine through a roll 25. The band 4 is moved around a packed material by one round on the binding machine, and then the end of the band is held by a clamping device, and successively the band 4 is clamped by the reverse rotation of a feed wheel, and then upper and lower binding bands are bonded together by a sealing device. When the bank 4 is hung around the packed material in the binding work, a movable pulley 15 of the looper 3 is lifted by the pulling force of the binding machine to feed the band 4 stored between a fixed wheel 20 and the movable pulley 15.
