PROBLEM TO BE SOLVED: To provide a shoulder cutter which can consistently perform from cutting of shoulder earth to loading it onto a carrying vehicle. SOLUTION: This shoulder cutter is provided with a cutting device 14 arranged in the front part in a main body 12 and cutting and loosening shoulder earth, which extends perpendicular to the advancing direction of the shoulder cutter and comprises a drum 16 rotatably fitted to the main body and many cutting blades 18 fitted to the outer circumferential face of the drum, and a flip-up device 24 arranged in rear of the cutting device in the main body and for substantially flipping up the earth cut and loosened by the cutting device. The flip up device extends perpendicular to the advancing direction of the shoulder cutter, comprises a drum 26 rotatably fitted to the main body and many flip-up blades 28 fitted to the outer circumferential face of the drum, and a conveyor 36 for loading the cut earth scooped-up by the flip-up device onto a vehicle.
