PROBLEM TO BE SOLVED: To obtain both an underwater antifouling coating material composition and an underwater antifouling film having high safety for the ecosystem or environment of seawater or fresh water and capable of surely and sustainedly preventing unnecessary attachment of aquatic organisms to an underwater structure. SOLUTION: This underwater antifouling coating material composition is divided into a film-forming composition consisting essentially of a water-soluble organic polymer having carboxyl groups or its salt and an alkali silicate or SiO2 and a composition for adhesion containing a powder of titanium oxide containing titanium oxide for a photocatalyst and/or SiO2 for adhesion to a film formed from the film-forming composition or the titanium oxide containing the titanium oxide for the photocatalyst and/or SiO2. The underwater antifouling film is formed on a material to be coated by using the underwater antifouling coating material composition.
