PROBLEM TO BE SOLVED: To enhance a storage efficiency in the case of filing by increasing a compression ratio when display image data are coded in the image processing unit that stores image data with resolution lower than that of main image data and uses the image data with the low resolution for the display image data. SOLUTION: A resolution conversion means converts resolution of multi-value image data from an image input means 10 into low resolution separately from a main image, a binary means 14 binarizes the multi-value image data with low resolution, a coding means 16 encodes the binarized data, a storage means 17 stores the coded data, a decoding means 19 decodes the coded data as the binary image data and gives the data to a display device 21 or the like, in the image processing unit. A 1st gradation conversion means 12 that converts the density of a medium density area of the multi-value image data into required high or low density is provided to a pre-stage of the resolution conversion means 13.
